its because there are same servers like yours, wich are always full..try something different to encourage people to join the server..why not (NO EXPLOSIVES) coz people are sick on nade spammers..dont ban for explosive instead make it (1 kill with explosive = death)..also reduce the healt to 80% or 60%.. try to refresh things.
same thing for noshahr canal (no minimap no nametag health to 60%) you will see people coming for it ..
