We used to kick for inactive commander and the auto admin still does for flying commander. Same issue isn't it?
In any case shouldn't it be possible to dynamically enable mutiny? If commander hasn't used any commander tools in x seconds send warning, "Your soldiers are grumbling." If commander hasn't used commander tools in xx seconds send warning, "Your soldiers are close to mutiny!" If commander hasn't used commander tools in xxx seconds enable mutiny.
This bypasses the need to create/maintain a list. It also creates a more responsive system except in the case where the same inactive commander takes commander each map (ie: there's no waiting around for a name to appear on the list, the system 'learns' on-the-fly who is an inactive commander).
