Ns  = estimated number of stars in the Milky Way;
fp = fraction or percentage of these stars with planets on its orbits;
ne = average number of these planets with potential to host life as we know it;
fl = percentage of these planets that actually develop life;
fi = percentage of these planets that actually develop intelligence on human level;
fc = percentage of these civilizations that actually develop electromagnetic radiation emitting technologies;
fL  = percentage of these civilizations that keep emitting electromagnetic signals to space. This factor is extremely dependent on the lifetime a civilization remains electromagnetic communicative.

The SETI or Search for Extra Terrestrial Inteligence( a official program) estimates that there are currently 3500 galactic civilisations in existence.

I would like to note that while we are still searching via electro magnetic and radio signals our own emission of these has reduced by almost 70% over the last 70 years, as technology has advanced. Basically we are emiting almost 75% less Radio and Electro Magnetic waves into space than we did at the end of WW II. So who knows what is out there.

If you also look into account that most world super powers have begun active and hasty development on zero G weapon systems, units and methods of deployment, such as the Russian VDV battalion assigned to the  "Orbital Defense Command" makes you wonder.
