possible solutions that worked for me :
1- run cod4 as administrator [resource : https://www.gametracker.com/games/cod4/forum.php?post=377992]
2- click insert key and type the code from the start [resource : me c;]

i was running windows 8.1 pro, before i install windows 10, i had windows 8.1 as permanent as i loved it for increasing my experince in m.s.windows, my peroid in win 10 pro is very frustating and i do not use it except as secondary, i thought that installing win 10 would solve this prop

bind - toggle r_drawdecals 1 0    <- pressing "-" you will see the difference in game and can change easily

drawdecals makes a big difference in the game
