not fully at this time. discord is easyer to recruit to since most gamers use it.

I think it is possivle. I've read that there's somethin like a welcome message in ts3.
And you can create a permanent link for discord...

You can both use Discord... one uses the app the other uses a browser interface... voila, problem solved !!!
