Hey, i have a weird lags since yesterday. Those 'lags' are not because my internet connection, because my ping is max 70 and i don't have lags in other games. The lag occurs only when i'm moving and looking around (if i'm standing still and look around nothing happens), it looks like my mouse is locked and i can't look left. Also i have sound distortion when that 'lag' occurs.

reinstalling did not help. (it's even worse :D )

Open a DOS windows and try the command
ping -t 91.121.245.188
Leave it running for a few minutes to check an eventual packet loss.
If you get a result similar to the following one you are loosing packets:

Delete the PB folder in bf2 directory.
Then go to the redist folde and reinstall pbscv.
See if this helps

Could you post your system specifications please (CPU, RAM, OS)?
Do you see the same performance issues in a single player match?

Im guessing the CPU doesn't support 64-bit instructions and its going full retard on the game :D

you guys are looks so funny..are you look disappointed when you feel your ping is 1++,while me i have 398 or 415 not more than 420 (it look like panic to me) i.have .no problem even i'm a worst player at this server..there's something wrong because you guys are western and European players .it seems these players are needed less-1++ on here ping because your a host player..i encountered this thing when i join with chinese players which are there pings are 2 digit while me is 115 i encountered a big trouble because i'm absolutely lag..you know why i'm in ASIA which my host is china..same i encountered this too when i'm played bf4 @ Russian server and Germany.
try to check your anti virus if your game mode is ON make it silent gaming OFF.

yup, same for SP, it's werid because it occurs on specific games like BF and Warface. For Example when im playing Borderlands 2 i have no problems.

EDIT: I remember something similar caused by Punkbuster. It's been suggested above, have you removed/disabled punkbuster? Doing the below monitoring should show you if punkbuster is the problem.
If you notice this 'lag' during single player games then it's not caused by your network. You could use tools like process explorer to find out what process is spiking when you notice the lag. It also might be worth looking through the windows event viewer to see if anything stands out.
Your processor isn't listed in that dxdiag report but your issue is probably just a software issue/glitch/conflict. If your page file is on C you might consider moving it to F (C is very low on space, might cause issues)

It sounds like a problem with directX to me. Have you tried installing the latest drivers for it?
Also it looks strange that your CPU is not recognized in the dxDiag. Have you installed the correct drivers for the CPU as well?

Try to know the CPU model, download CPU-Z , that should tell you the CPU.
Also, download the offline installer for dx9 from Microsoft website. But i dont believe in a dx problem, otherwise your game wouldn't start.
But for you to have 8gb of ram, you cpu has to be able to support x64 instructions.
I would download and install driver booster just in case your cpu needs a specific chipset driver.

Its probably a driver problem, because that CPU is intended for 64 bit usage.

have you tried the offline directx installation?
What about GPU drivers?
