I have no idea why, but I do know that it's not only servers that are more expensive.
If you want the full Photoshop package, it is actually cheaper to fly across the world to America, buy PS there and fly all the way back, than it is to buy Photoshop in Australia

A server in India would vastly improve your ping as well I guess, and it'll reach a bigger audience than one in the land of things that will kill you
Of course something like this is up to the leaders to decide ^^
