It sounds like you don't have your Windows 7 installation updated. You need to have Service Pack 1 installed before installing TeamSpeak3. Please run Windows Update and allow it to install Service Pack 1 (and all other important updates unless you know they cause issues on your computer).

You may need to update and reboot several times to catch up the most recent updates.
